Libya's Haftar calls for a creation of new government in challenge to Tripoli

 

Khalifa Haftar's Miscalculated Attack on Tripoli Will Cost Him Dearly –  Foreign PolicyLate on Friday, commander Khalifa Haftar's eastern Libyan forces declared their support for a plan to form a new interim government in Libya, posing a threat to the Tripoli-based government.

The Libyan National Army (LNA), led by Khalifa Haftar, declared that it agreed with the 6+6 committee's suggestions for new electoral legislation. The committee is made up of representatives from both chambers of parliament. It asked the two houses to reach consensus on a new administration.

Khalifa Haftar, the commander of the Tobruk-based Libyan National Army, backed the creation of the new government. He has been part of the Libyan political scene for years. 

Parts of Libya's fractured political establishment have agreed to the committee's suggestions, while others have rejected them. They may or may not finally serve as the foundation for an election, and Abdulhamid al-Dbeibah, the prime minister of Libya under the Government of National Unity in Tripoli, will undoubtedly object to the formation of any new administration prior to a vote.

Libya has experienced little peace since a NATO-backed rebellion in 2011, and the country was divided into warring eastern and western factions in 2014. Since a truce in 2020, open conflict has mostly ceased in the country.

In 2021, Dbeibah's Government of National Unity was established in Tripoli with the goal of holding elections later that year, however, those elections were postponed due to disagreements over the procedures of the election.


A political deadlock started with the eastern parliament's rejection of Dbeibah's mandate and the inability of the new prime minister it chose to succeed the Tripoli administration.

Since early last year, Dbeibah's critics have attempted to remove him from power by taking advantage of tensions between the armed groups in western Libya, but his military supporters have instead been able to control the city.
